This is a fixed term appointment with the option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for a medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

This vacancy is a local staff position. It is open only to nationals and residents of Azerbaijan.

Overview

The position is assigned in the Azerbaijan Resident Mission (AZRM) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance in countries in the Central and West Asia region. AZRM is responsible for country programming, coordination with clients and development partners, external outreach, and project administration.

Job Purpose

The Senior Economics Officer performs a full range of specialized economic assignments in a full-functioning capacity. The incumbent will primarily report to the Country Director or designated IS and will also have a matrix reporting line to the Regional Lead Economist for CWRD for economic analysis of country partnership strategies; country economic monitoring and economics-related analytical work. The position may supervise Administrative Staff.

Responsibilities

Economic Monitoring

  • Lead the resident missions (RM) economic, thematic, and sector work and monitors economic, political and sector policy developments for RM by:
    • Developing and maintaining links with economists, other experts, and institutions in the country and within the region; and
    • Identifying and defining relevant sources of economic and statistical data that provides a good indicator of the country’s economic progress.
  • Manage and maintain a comprehensive database on the economy of developing member country that tracks relevant indicators by:
    • Coordinating with mission leaders in the operations units regarding co-financiers' data requirements;
    • Reviewing all inputs into the system to ensure relevance and accuracy; and
    • Monitoring the progress of project processing.

Economic Analysis and Forecasting

  • Develop and operationalize macroeconomic models for forecasting and policy simulation for RM
  • Manage junior staff in the following tasks:
    • Compiling, analyzing, and reporting data to explain economic phenomena;
    • Applying mathematical models and statistical technique to forecast market trends; and
    • Preparation of research notes and papers based on analysis.
    • Contribute to economic bulletins and country and regional cooperation profiles.

Project Processing and Administration

  • Process projects/programs jointly with Sector Groups (policy based lending), including project identification, preparation and documentation, in the areas of public sector management, financial sector development, state-owned enterprise reforms, by:
    • Participating in dialogue with government officials and other stakeholders; and
    • Providing guidance to the client, and assisting in formulation, planning, and preparation of high quality documents related to projects and programs.
  • Lead processing and administration of technical assistance (TA) projects related to macroeconomic, public financial management, financial sector, private sector development, and governance by:
    • Monitoring the progress of assigned projects;
    • Actively identifying issues; and
    • Taking actions to address issues.
  • Prepare and initiate actions in accordance with Project Administration Instructions.
  • Support implementation of assigned TAs by
    • Providing administrative support in the recruitment of consultants;
    • Organizing tripartite meetings; and
    • Preparing relevant correspondence.

Country Programming and Strategy Formulation

  • Lead and support ADB's country strategy and programming process for host country by:
    • Leading country economic assessments, such as inclusive growth assessment, economic diagnostics studies, etc.;
    • Conducting economic, social, and sector analyses and identification of development constraints;
    • Supports Country Operations Head as part of the country programming team in identification country assistance program and project pipeline; and
    • Leading knowledge management activities in RM and prepare Country Knowledge Plan.

Qualifications

Relevant Experience & Requirements

  • Bachelor's degree preferably in economics, preferably with master’s degree or equivalent
  • At least 8 years of relevant professional experience and at least 4 years of supervisory experience
  • Experience in applying expertise in an international setting.
  • Proven application of expertise within a specific area of ADB's operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area
  • Able to utilize and share relevant knowledge to benefit the broader ADB community
  • Able to mentor Administrative Support (AS) staff to facilitate work planning, delivery and quality review
  • Able to liaise and work effectively with government officials within own work location
  • Able to work collaboratively with teams as a constructive team member.
  • Excellent oral and written communication skills in English

The selected candidate is appointed for an initial term of 3 years.
