This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

The position is assigned to the NGO and Civil Society Center (NGOC) under the Fragility and Engagement Division (CCFE) within the Climate Change and Sustainable Development Department (CCSD). CCSD provides leadership in thematic operations, knowledge innovation, and partnerships to position the ADB as the region’s climate bank. NGOC is committed to strengthening ADB’s engagement with civil society organizations (CSOs). CSOs bring unique strengths and specialized knowledge of their communities, sectors, and constituencies and are an invaluable ally in the fight against climate change and poverty reduction. Working with CSOs helps ADB and its developing member countries (DMCs) deliver stronger development outcomes. NGOC coordinates, leads, and builds capacity of ADB’s extended network of staff in Manila headquarters and resident missions to ensure quality and proactive engagement of ADB with civil society members and their organizations.
This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with DMC clients. Expected candidates are seasoned experts with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions.

Job Purpose
The Senior Social Development Officer (Civil Society and Participation) will be responsible for overseeing the knowledge management for the NGOC team by coordinating and overseeing technical training program of NGOC, knowledge resource development and consolidation on CSOs participation and engagement in projects. Designated lead for one of the ADB’s regional departments or sector group as main point of contact for project cycle engagement with CSOs, inclusive of Country Partnership Strategy support. The incumbent will report to Unit Head, NGOC and Civil Society Center, and/or designated International Staff (IS) and will supervise administrative staff and consultants working on pertinent areas of responsibilities.
Responsibilities
a. Knowledge Management and Partnerships
- Serves as the main point of contact on NGOC knowledge products and services and identifies knowledge products and their form of delivery to targeted audiences in relation to NGOC’s work in developing knowledge products and events to support ADB, DMCs and CSOs on effective engagement.
- Coordinates and organizes reflection on work and identifies opportunities for more knowledge creation regarding deeper engagement with CSOs.
- Supports the team members in reviewing knowledge partnerships and identifying enhancements in engaging with country and institutional knowledge partners.
- Maintains and ensures team is up to date on CSO Database or contact lists.
b. Strategic Operational Support and Innovation
- Leads in the coordination with one regional department and designated sector group. The position will be responsible for acting as a central point of coordination between NGOC and regional department and one to two sector groups concerning all pressing civil society-related issues, with potential to be included in project processing and implementation.
- In-charge of overseeing technical training program for ADB staff and CSOs.
- Provides advice to operations departments including in reviewing knowledge sharing technical assistance (KSTA).
- Supports the processing and implementation of technical assistance programs of NGOC.
c. Other areas of work
- Works closely with designated region to ensure that all aspect of CSOs engagement, both operation and advocacy are well managed.
- Adds value to the NGOC team through knowledge of working with local and national CSOs.
- Performs other tasks assigned by supervisor.
Qualifications
Relevant Experience & Requirements
- Bachelor’s degree in political science, social sciences, economics, or related fields, preferably with Master’s degree or equivalent in a similar field
- At least 8 years of relevant and significant experience working in development, and familiarity with the operation of multilateral development bank’s technical assistance operations and at least 4 years of supervisory experience.
- Knowledge and understanding of how ADB works is important to the role, experiences with civil society engagement is preferred.
- Excellent written and verbal communication skills in English
- Experience with programmatic work with or managing relations with CSOs
- Capacity or training skills and experience with professional leaning
