The position is assigned in the Climate Change, Resilience, and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). CCSD provides leadership in thematic operations, knowledge innovation, and partnerships to position the ADB as the region’s climate bank. CCRE coordinates and provides strategic guidance on ADB’s work on climate change, disaster risk management, and environmental sustainability, and administers climate and disaster risk management funds. In particular, the Climate Change team is responsible for integrating ADB’s climate adaptation and low-carbon agenda in its operations.

Job Purpose
The Operations Analyst will provide operational and analytical support in achieving CCRE’s work relevant to climate change which includes processing and implementation of technical assistance (TA) projects, administration of trust funds, including preparation and utilization of administrative budget allocation by ensuring compliance of related transactions with ADB’s established policies, procedures, and practices. The incumbent will report to the designated International Staff and senior National Staff.

Responsibilities
Project Administration
- Supports TA administration tasks by analyzing progress reports, processing amendments, reviewing various documents and contracts, tracking disbursements; reviewing and ensuring that the assigned TAs are properly planned, monitored, and reported.
- Assists in processing letters of agreement with collaborating organizations and in reviewing and monitoring TA assisted projects in relation to optimal utilization of TA proceeds to ensure good financial management practices.
- Coordinates with various concerned units for the monitoring of TA advances and closing to ensure timely liquidation. Responds to internal and external queries and requests for information on administered TA projects.
- Monitors and ensures project compliance with ADB policies, procedures, and practices; highlighting potential problem areas, liaising with counterparts from regional departments, resident missions, Controller's Department (CTL), Partner Funds Division (CCPF), and Procurement, Portfolio, and Financial Management Department (PPFD); and preparing periodic status reports on project administration and implementation. Reviews and updates TA budget; liaises with consultants and collaborating organizations/agencies. Reviews and verifies travel reimbursement claims, per diem, and miscellaneous travel expenses of participants to ADB-sponsored events.
- Facilitates system updates and uploading of all project-related reports in eOperations and relevant ADB systems, e.g., progress reports, TA Agreements, Design Monitoring Framework, TA Completion Report, and TA Change in Scope/Implementation Arrangements. Collects, verifies, and compiles data for use in the preparation and updating of various reports and system for regular TA portfolio monitoring activities/meetings within the department and in ADB.
Consultant Recruitment and Mobilization
- Initiates the consultant recruitment process through CMS and verifies, analyzes, and evaluates information provided in the Expressions of Interest. Ensures the completeness of information provided and appropriate due diligence efforts are carried out prior to contract negotiations. Responds to inquiries regarding the assignment as necessary and undertakes actions to finalize the recruitment for the team.
- Reviews, analyzes, and prepares consultants' request for contract variation, advises and assists consultants on other contractual matters; reviews consultants' claims and monitors progress of consultants’ services against provisions under the contract.
Work Program and Budget Programming and Management
- Contributes to the preparation of the team's annual administrative budget by consolidating the climate change work program and preparing corresponding financial resource requirements and background materials. Prepares the midterm budget review and revised budget estimates.
- Reviews, summarizes, and analyzes budget requirements for business travel, staff consultants, representation, staff overtime, and other expenditures to ensure budget availability. Monitors and analyzes utilization of administrative budget to ensure that expenditures are properly accounted for and that deviations from forecasts are justified. Recommends budget reallocation where necessary and appropriate based on the teams’ requirements and work programs.
- Records and reviews budget information in applicable systems against the team's budget requirements. Advises colleagues on cost-effective and efficient ways to utilize available budget according to the climate change work program within a specified period.
Database Management
- Maintains records/database of TAs and related data through efficient coordination within the division. Updates and maintains financial databases and ensures accuracy.
Operational Support
- Supports the organization/implementation of climate change-related training, seminars, conferences and workshops.
- Supports activities related to ADB publishing process relevant to climate change as necessary.
- Performs other tasks as assigned and reflected in the incumbent’s workplan.
Qualifications
Relevant Experience & Requirements
- Bachelor’s degree in business administration, social science or other fields combined with relevant experience.
- At least 5 years relevant professional experience in multilateral organization relating to technical assistance processing, administration and other administrative work.
- Familiarity with scope of work of ADB on climate change will be given higher preference.
- Extensive knowledge of ADB policies in a wide range of areas including project processing, administration, accounting, and general administration.
- Proficiency in database management.
- Proven ability to work independently on assigned transactions.
- Ability to research, analyze and check data from external and internal sources, reconcile or explain inconsistencies
- Ability to work collaboratively with teams as a constructive team member.
- Able to work with individuals from different cultural/national backgrounds.
- Good coordination, strong interpersonal skills.
- Excellent written and verbal communication skills in English is required

General Considerations
The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
