This is a fixed term appointment with the option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for a medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

This vacancy is a local staff position. It is open only to nationals and residents of Georgia.

Overview

The Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Georgia Resident Mission (GRM) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. GRM executes the country partnership strategy and coordinates ADB operations in Georgia.

Job Purpose

The Communications Officer will be responsible for managing and raising ADB’s profile in Georgia and will work on key areas that include: (i) support in communications planning, execution, and monitoring; (ii) monitor and report on social, economic, and political developments relevant to ADB operations in GRM; (iii) support engagement with civil society; and (iv) manage GRM’s publications and knowledge resources. The incumbent will report to Country Director GRM with functional oversight from the Department of Communications and Knowledge Management (DOCK).

Responsibilities

  • Support the development and execution of strategic communications plans, including:
    • research on issues, communications needs, and audience groups;
    • communications strategy development, monitoring, and revision;
    • external relations outreach in Georgia, including facilitation of interaction with relevant stakeholders through seminars, interviews, briefings, media tours, press conferences, etc.;
    • planning and production of high-quality external relations content including social media and other digital content, key messages, talking points, blogs, opinion articles, news releases, statements, speeches, feature articles, presentations, etc.; supports production of internal communications material as needed.
  • Monitor social, economic, and political developments and current events inside and outside Georgia that may have potential relevance to ADB operations in the country.
  • Build and maintain relationships with key regional and national media, government departments, academia, and related organizations; maintain a database of media contacts; manage budget for external relations activities; facilitate disclosure requirements under ADB’s Access to Information Policy.
  • Develop, coordinate, and manage content for the Georgia country page on ADB.org and ADB official social media pages, in close consultation with GRM management and DOCK.
  • Manage communications with civil society organizations (CSO) in coordination with relevant project officers; work closely with the CSO focal on sharing information with CSOs.
  • Coordinate/manage the translation and dissemination of news releases and other external relations materials — English to local language, and local language to English.
  • As GRM’s knowledge management focal point, prepare and manage the implementation of the country knowledge plan. Promote collaboration and knowledge sharing at GRM.
  • Complete relevant tracking and monitoring reports on time and in full; contribute to the analysis of data on achievement of targets, usage of external relations content, and other areas.
  • Perform other related duties as assigned by immediate supervisor and reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in Communications, Journalism, Public Policy/Relations, International Development or related field. Master’s degree in related fields and/or additional relevant professional experience will be an advantage.
  • At least 8 years of relevant professional experience in a media, corporate, or development environment; experience with an international organization would be an advantage.
  • Sound understanding of social, economic, development, and political issues in Georgia and the Central and West Asia region.
  • Strong network or demonstrated ability to establish and maintain a strong network, with traditional and new media, government officials, donors, executing agencies, civil society, and private sector.
  • Excellent written and verbal communication skills in English and Georgian
  • Excellent organizational and interpersonal skills , including the ability to handle numerous responsibilities and clients simultaneously.
  • Social media and digital content/multimedia production experience will be an advantage.
  • Able to work as a team member in a multicultural environment and with a wide range of staff in varied locations.
  • Able to guide junior staff to facilitate work planning, delivery, and quality review.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
