The position is assigned in the Thematic and Country Division (IETC) within the Independent Evaluation Department (IED). The department independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness.

IETC provides evaluation feedback on performance and generates and disseminates evaluation lessons. It is primarily responsible for corporate, thematic, country, and economic and social sector evaluations and validations. The division also conducts evaluations and validations of projects, programs, and technical assistance, in the economic (public sector management) and social sectors (education, health and social protection initiatives).

Job Purpose
The Associate Evaluation Analyst assists with analytical, data management, logistical and coordination tasks for IETC. S/he contributes to (i) key document preparation and systematic quality review of evaluation products; (ii) knowledge sharing and outreach activities that encourage use of evaluation findings and lessons; and (iii) handling operational and administrative needs of assigned evaluation teams and the division. S/he supports the conduct and delivery of evaluation activities following department protocol and workflow processes. The incumbent works within assigned evaluation and validation teams.

The incumbent will report to the designated International Staff and senior National Staff.

Responsibilities
a. Document report preparation
• Participates in preparing evaluation documents such as approach papers, back-to-office reports, meeting notes, matrix of comments, case studies, and final evaluation reports.
• Helps to gather background materials and/or collect and process information and data (including charts and tables) from the start to the report preparation stage of the evaluation process.

b. Mission and survey coordination
• Organizes preparations for virtual and/or fieldwork (e.g., evaluation missions) and helps in coordinating surveys, when needed. This involves working with government partners, aid agencies, non-governmental organizations, ADB staff and consultants and, as needed, joining some evaluation missions.

c. Consultant support
• Assists in hiring consultants through the Consultant Management System and helps with contract administration, including variation orders. If needed, s/he provides data management, logistical, and administrative support to consultants.

d. Quality assurance support
• Helps in quality reviews of various evaluation products (corporate, sector, and thematic evaluations, as well as the evaluation and validation of regional cooperation/country programs and projects/programs/TAs) to ensure consistency, accuracy and compatibility with ADB-wide standards and the department’s protocol and workflow processes.

e. Knowledge management support
• Helps to share evaluation results and lessons with ADB staff and developing member countries. This includes sending out reports and related publications, assisting IED’s Communication and Outreach team with communication and outreach activities.
• Involved in posting relevant documents to the Board Document System and IED’s website and information systems, including the success rate database, lessons database, and the management action record system.

f. Networking coordination
• Works with clients and stakeholders both inside and outside ADB. S/he coordinates with units and offices that are related, such as the Corporate Services Department, Office of the Secretary, resident missions, and regional departments. This includes arranging team meetings, consultations, logistics, data management, and distributing finished evaluations.
• Assists partnership and networking activities through cooperative interactions with government partners, aid agencies, and non-governmental organizations.

g. Department administrative support
• Helps with special projects or cross division activities, from providing logistics and administration to organizing retreats, seminars, and events (e.g., secretariat for ADB sponsored symposia/seminars) to capacity building activities.

h. Others
• Assists division office management and coordination and takes on unplanned, analytical extra assignments from various research to data management.
• Performs other duties assigned by Director, IETC or indicated in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements
• Bachelor's degree preferably in business administration, economics or development studies or related social science fields, management, accounting, or information.
• At least 5 years of relevant professional experience in research-related or evaluation-related work.
• Ability to work collaboratively with internal and external clients, including ADB and IED colleagues, government officials, development partners and other international networks.
• Working knowledge of development strategies, policy and practices in a multilateral and bilateral development context is an advantage.
• Excellent oral and written communication skills in English.
• Ability to perform effectively with a multi-disciplinary team in exercising coordination, and planning responsibilities.
• Proficiency in MS productivity suite (i.e., Word, Excel, PowerPoint), videoconferencing (i.e., Zoom, MS Teams) and document filing systems (i.e., SharePoint, OneDrive).

General Considerations
The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
