The position is assigned in the Sector and Project Division (IESP) within the Independent Evaluation Department (IED). IED independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness.
IESP provides evaluation feedback on performance and generates and shares evaluation lessons. The division is primarily responsible for evaluations and validations at the sector−level and for individual sovereign and non−sovereign lending and Technical Assistance (TA) operations. Except for the program areas of governance and public management and social development, IESP will cover all sectors, such as energy, transport, water, urban, finance, agriculture, and natural resources.

Job Purpose
The Principal Evaluation Specialist (Energy) will provide specialized expertise in energy sector operations, especially in (i) promoting energy efficiency and renewable energy, (ii) maximizing access to energy, and (iii) promoting sector reforms, capacity building and governance. You will prepare corporate, thematic, sector evaluations and validations, and other evaluation activities following the department’s work program and protocols. You will also conduct evaluations and validations that are sector-related and/or project-related. You will draw important lessons from evaluations and their possible effects for improving development effectiveness and provide recommendations on important issues for ADB action.
The Principal Evaluation Specialist (Energy) will lead (i) evaluation and validation teams consisting of consultants, and international, national, and administrative staff; and (ii) more complex evaluation activities. You will also contribute to the continuing enhancement and harmonization of evaluation methodologies. You will report to the Director, IESP, and will supervise National Staff and Administrative Staff.
Responsibilities
The Principal Evaluation Specialist (Energy) is a subject matter expert in diverse teams and works with internal and external clients (within ADB general policies, principles, and goals, and following ADB evaluation policy) to accomplish all or a selection of the following tasks:
• Leads preparation of cross-cutting evaluations, focused on the energy sector (thematic and sector evaluations, topical papers).
• Leads preparation of the corporate evaluation reports and contributes experience in energy sector policy, strategy, and investments-related topics.
• Prepares synthesis, working papers and other evaluation products that are sector, thematic or corporate-related.
• Prepares project or program performance evaluation reports and Technical Assistance (TA) performance evaluation reports on public and private sector operations.
• Prepares validations of project or program completion reports and contributes to the quality assurance of validations of self-evaluation reports.
• Provides comments on draft evaluation reports and on draft ADB operational documents according to your skills and specialization.
• Provides leadership in evaluation approach and methodology development and applications.
• Communicates evaluation findings and promotes learning from evaluations in ADB, development partners and developing member countries.
• Performs other tasks as assigned by Division Director or tasks that may be assigned as reflected in your work plan.
Qualifications
Relevant Experience & Requirements
• Master's Degree, or equivalent, in engineering, finance, business administration, public policy and public administration, economics, development studies or related social science fields; or University degree and at least 5 years specialized experience relevant to the position can be considered.
• At least 12 years of relevant operational experience in development programs and projects; at least 6 years of experience in energy sector policy, strategy, organizational effectiveness, and technical dialogue or development monitoring and evaluation in developing countries; and experience in the Asia-Pacific region is an asset.
• Expertise within a specific area or range across multiple corporate, sector and theme areas with in-depth knowledge in several of these focus areas: (i) electricity sector expansion programs and renewables, (ii) power sector reforms and governance, (iii) efficiency improvements, (iv) training and support for government energy agencies; and (v) coal, oil, and gas sectors.
• Experience preparing development evaluations; conducting country/sector/project-level analysis including operational, economic, social, and technical aspects, institutional and policy analysis and reforms, macroeconomics, economic and financial analyses.
• Familiarity with the overarching themes of poverty, climate, inequality, gender equality, safeguards, private sector, and organization for delivery.
• Familiarity with development strategy, policy, and practices in multilateral and bilateral development institutions.
• Excellent oral and written communication skills in English.
• Ability to perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over multi-disciplinary unit, coach, or mentor team members.
• Ability to share relevant knowledge to benefit the broader ADB and development community.

General Considerations
The selected candidate, if new to ADB, is appointed for an initial term of 3 years, if recruited externally.
