The position is assigned in the Gender Equality Division (CCGE) within the Climate Change and Sustainable Development Department (CCSD). CCSD provides leadership in thematic operations, knowledge innovation, and partnerships to position the ADB as the region’s climate bank. CCGE is responsible for leading all aspects of the Bank’s operational, knowledge and partnerships work on Gender Equality and Women’s Empowerment, ensuring implementation of Strategy 2030’s Operational Plan for Priority 2: Accelerating Progress in Gender Equality in Asia and the Pacific (OP2) under the auspices of ADB's Policy on Gender and Development.

Job Purpose

The Gender Analyst provides analytical and technical support to CCGE in technical assistance (TA) and grant processing, administration and implementation; TA and staff consultant contract management; budget, finance and human resource management; gender knowledge and events management; and trust fund management (as applicable), in support of CCGE’s overall work program. The incumbent will report to the Director, Gender Equality or designated International Staff and/or Senior National Staff.

Responsibilities

Technical Assistance

  • Supports CCGE TA processing, particularly in terms of formulating budgets and tracking TASF allocations and donor contributions.
  • Handles financial and administrative oversight of CCGE TAs, including securing government concurrences, preparation of TA-related memos, tracking budgets, progress reports, and disbursements; drafting of internal and external correspondence, securing TA extensions, etc.
  • Administers TA consultancy and other contracts through use of consultancy management system (CMS), including shortlisting, scheduling of interviews, letters of agreement, contract extensions and variations, and liaison with concerned departments/offices and consultants as required.
  • Maintains updated CCGE TA data and reporting, including management information system, Integrated Disbursement System, and eOperations or new databases) and uploads TA reports on the website.
  • Monitors submission of consultants' claims and final billings to ensure timely closing of TA accounts; supports TA financial closing and preparation of TA completion reports.
  • Administers CCGE trust funds as applicable, including budget oversight, preparation of donor reports, communication and correspondence with donors in coordination with relevant departments/offices, preparation of briefing notes and presentations.

Budget and Administration

  • Supports CCGE in budget management and administration, including oversight and tracking of business travel and staff consultancy resources, drafting of annual administrative budget submission and mid-year adjustments.
  • Assists in coordination and management of CCGE staff consultant contracts.
  • Provides coverage for document review coordination. Provides back-up support to ensure business continuity when other AS or staff consultants are out of office.

Knowledge Management and Events

  • Provides logical support to the organization and delivery of events, including seminars, conferences, workshops, and gender training for ADB staff and partners.
  • Facilitates budget and contractual requirements for events, including advances and liquidations, funds transfers, payments to suppliers; assists in drafting briefing notes for resource persons/speakers; coordinates protocol and public relations-related requirements.
  • Extends support for travel, accommodation and visa arrangements for staff training events.
  • Provides onsite and online support for event delivery, including registration, run-of-show, management of presentations, technical requirements and any other logistics as required.
  • Provides support to the preparation of knowledge products, including liaison with the Department of Communications and Knowledge (DOCK), editors and graphic designers.
  • Assists in dissemination of gender knowledge products and distribution of Gender Network e-communication as backup when required.
  • Performs other tasks as assigned and reflected in the incumbent’s workplan.



Qualifications

Relevant Experience & Requirements

  • Bachelor's degree in social sciences, development studies, economics or related fields.
  • At least 5 years of relevant professional experience, including with other international organizations.
  • Excellent written and verbal communication skills in English.
  • Proficiency in IT systems and platforms, including MS Word, Excel, Power Point, databases and online budget and travel systems. Familiarity with ADB IT systems is an advantage.
  • Excellent organizational, time management, coordination and liaison skills.
  • Ability to work independently and exercise judgment on urgent matters as required.
  • Strong interpersonal and teamwork skills, including in multicultural and diverse work environments.
  • Experience in events management and communications (including use of online and social media platforms) would be an asset.
  • Understanding of and commitment to gender equality issues is preferable.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
