This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.
Overview

The position is assigned to ADB's Pacific Subregional Office in Suva, Fiji (SPSO) within the Pacific Department (PARD). PARD is responsible for maintaining client relations, delivering ADB assistance to countries in the Pacific region, and coordinating with development partners. SPSO was established in 2004 and is responsible for country programming, processing and implementation of projects in various sectors of projects for Cook Islands, Fiji, Kiribati, Niue, Samoa, Tonga, and Tuvalu. SPSO is also providing oversight for the administrative, financial, and country operations in the five pacific country offices in the South Pacific.

Job Purpose
The Associate Project Analyst provides statistical and analytical support to the functions of project or technical assistance processing, administration and portfolio management and performs a full range of administrative, research, analytical, and project support duties. The incumbent will report to the designated international staff and senior National Staff.
Responsibilities
Works independently on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors:
- Contributes to the preparation of project processing documents including project Administration Manual (PAM) by gathering and consolidating data in the appendices, and preparing draft on various sections, for example, Project description/scope, project cost, loan allocation, procurement, loan covenants, etc.
- Prepares and updates the ADB project performance monitoring systems (EOps/SovOps) every month outlining all the required details for example, project or technical assistance description/scope, status of implementation, developments, loan covenants, major problems, time-bound action plan, and participating in the Sector Groups (SGs) or Regional Departmental project meetings when needed.
- Compiles data and statistics on contract awards and disbursements for the assigned projects for the generation of various reports required by the Department, Sector Groups, or as required by the Management.
- Monitors and analyzes the actual awards and disbursements against targets to identify shortfalls and their underlying causes and follows up these matters with the Executing/Implementing Agencies.
- Participates in various missions as required such as inception, review, mid-term mission and project completion report missions by providing independent support in:
- Collecting data on contract awards and disbursements,
- Reconciliation of project accounts,
- Compliance with loan covenants,
- Familiarizing Executing Agencies with ADB's loan procedures
- Assisting them where necessary in the preparation of various reports and applications.
- Ensures compliance with outstanding obligations of executing agencies such as the submission of financial statements, monthly and/or quarterly progress reports.
- Monitors physical progress in projects/TA implementation, for example, by following up on outstanding obligations of Executing Agencies (EAs) to expedite procurement/contract awards.
- Familiarizes EAs with ADB guidelines and procedures and ensures their compliance with project covenants.
- Monitors progress in terms of outputs and deliverables, following up submission of quarterly project reports, audited project and entity financial statements, etc., ensuring these are reviewed and uploaded into eOperations/SovOps and subsequently disclosed.
- Maintains related documents, records and files for projects or TAs under responsibility.
- Assists in processing disbursements for projects by following up with EAs on timely submission of withdrawal applications.
- Reviews withdrawal applications for compliance with project agreement.
- Prepares/reviews data input for Contract Records in the Integrated Disbursement System.
- Support Country Operations Head in portfolio Management function including: (i) administers the preparation and updating of portfolio projections [contract awards (CA) and disbursements (DB)], plans, annual and compare against the targets for SPSO DMC projects; and (ii) provides inputs on project implementation and portfolio management related matters of SPSO DMC; (iii) provides quarterly information on portfolio management as requested by Procurement, Portfolio, and Financial Management Department and Controller’s Department; and (iv) provides team leads with regular reminders on front office requests, Project Data Sheet, actual CA and DB updates, and making sure the timeliness of quarterly project validations; (iv) Organizing country portfolio review missions.
Qualifications
Relevant Experience & Requirements
- Bachelor’s degree in Economics, Finance, Project administration or related field.
- At least 5 years of relevant work experience in project processing and administration of development projects, and portfolio management
- Related experience in international agencies will be preferred
