The position is assigned in the Office of the Director General (PAOD) within the Pacific Department (PARD). PARD is responsible for maintaining client relations, delivering ADB assistance to countries in the Pacific region, and coordinating with development partners. PAOD provides overall support to the PARD management in terms of programming, portfolio management, results monitoring, budget, human resources and other administrative matters, and implementation of ADB’s long-term strategic framework to deliver projects that create economic and development impact in the region.

Job Purpose
The Associate Programs Officer will primarily support corporate reporting (e.g., Annual Report, Work Plan Budget and Framework, Operations Review Meeting, Budget Review Committee Meeting, Management Committee Meeting, management briefing papers etc.) including department work plan coordination and reporting, donor coordination and liaison for visiting missions/delegations. The incumbent will also support portfolio reporting at corporate level and will provide backstopping support for Portfolio Management Officer as needed. The incumbent will report to the designated International Staff and senior National Staff.
Responsibilities
- Supports the preparation of annual departmental work plan and monitors and reports divisional and field offices achievement against the targets in the workplan. Coordinates divisional and field offices inputs for the preparation of PARD’s submission for ADB's Three-Year Rolling Work Program and Budget Framework (WPBF).
- Leads the preparation of relevant documents for the quarterly Operations Review Meeting, Budget Review Committee Meeting, Management Committee Meeting reports, briefing papers, and other corporate-level management meetings, as assigned.
- Provides support for PARD’s submissions to the Annual Report in coordination with the Department of Communications and Knowledge Management and relevant assigned PARD staff.
- Coordinates the preparation of country briefing papers, and status reports on various country operations, development cooperation with donor countries/other multilateral organizations as requested by DG and DDG, PARD, or by RMs/other departments for visiting delegations from DMCs/other international/external organizations.
- Acts as the budget focal for PAOD and PAOC by preparing and administering the budget (i.e., on business travel, staff consultants, representation expenses, and local staff overtime) and ensures that expenditures/utilization are properly accounted for and that deviations from forecasts are justified.
- Acts as alternate to Portfolio Management Officer and provides backstopping support for overall portfolio management, as needed.
Qualifications
Relevant Experience & Requirements
- Bachelor’s degree in business, economics or related fields, with supporting studies in computer proficiency, with advanced training
- At least 6 years of relevant experience in administering international development projects and/or programs or portfolio management with multilateral development institutions. Demonstrated knowledge and understanding of ADB's business processes, policies and procedures is an advantage.
- Experience in ADB information systems (e.g., ODB, eOps, PowerBi and etc.), and advanced knowledge of computer applications e.g., Microsoft Suite is an advantage.
- Demonstrated excellent report-writing and communication skills in English.
- Able to guide Administrative Staff to facilitate work planning, delivery and quality review
- Demonstrated interpersonal skills and ability to work in a multicultural team
- Able to work collaboratively with teams as a constructive team member

General Considerations
The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
