The $171.5 million Civil Aviation Development Investment Program (CADIP) Phase 2 is upgrading five national airports for better safety and security, improve the power supply at Port Moresby International Airport, and enhance navigation and weather services by installing a standard automatic weather observation system.
This innovative program is boosting economic and social development in PNG and improving connectivity in the country and driving growth in businesses and jobs.
The program is piloting the upgrading of rural airstrips in four locations: Finschhafen, Hayfield, Jacquinot Bay, and Tapini. Civil aviation institutions in PNG will be strengthened through the provision of training on project management and gender inclusiveness.
The program builds on the successes of the ADB-supported CADIP 1, which was approved in 2009 and targeted sweeping improvements to 22 national airports that serve more than three million people in PNG per year. It also strengthened the safety, accessibility, and reliability of air services, and opened new economic opportunities in regional centers.

With the completion of the most of the airports now through runway improvements and extensions, new terminal buildings, new aprons and importantly, security fencing, CADIP itself has really transformed the aviation sector.
Engineer Fiona Serum has worked as a project manager on CADIP for 8 years.
CADIP has built markets outside some of the upgraded airports for the local women to sell produce to support their household incomes.
CADIP has also opened up new economic opportunities for women in remote areas.

We built a pretty good market facility for them. Even before the building was completed, the mothers, everytime I drive to and from work they ask me when can we sell our stuff under the market. That's how excited they were and they were looking forward to using the market facility.
CADIP, now in its second phase, is injecting climate adaptation into airport upgrades by building safer terminal buildings and improving runway drainage.
All-weather runways will be constructed at remote, rural airstrips that can withstand high temperatures and allow planes to take off and land safely during extreme weather.

We’d like to think the CADIP project is ADB’s most successful program (in PNG) the flagship program of the Asian Development Bank; and it has basically transformed the whole aviation sector in this country.
CADIP 2 is rehabilitating a further 5 airports selected as they serve some of the most remote locations in PNG.
Weather observation towers and navigation services will be installed and the power supply at the Port Moresby International Airport will be boosted.
Women are major beneficiaries of training and upskilling in various areas of civil aviation.
