Asian Development Fund (ADF)
ADF provides grants to ADB's lower-income developing member countries. Established in 1974, the ADF initially provided loans on concessional terms. Activities supported by the ADF promote poverty reduction and improvements in the quality of life in the poorer countries of the Asia and Pacific region.
In May 2004, 28 donor members of ADB agreed on a $7 billion total replenishment of the Asian Development Fund (ADF), of which $3.20 billion represented new contributions. The ADF IX replenishment saw the introduction of grants to take into account the burden of development finance in the poorest countries, as well as to assist countries in transition from post-conflict situations to peace and stability; to combat HIV/AIDS and other communicable diseases; and to support capacity building. Grants may comprise up to 21% of total ADF IX operations.
ADF IX covered 4 years from 2005 to 2008. The replenishment amount was significantly higher than the $5.65 billion agreed at the conclusion of ADF VIII covering 2001 to 2004. Donors stressed the importance of improving development effectiveness of ADF IX operations through careful attention to results at the sector, country, and regional levels.
Donor members, management, including President Tadao Chino, and senior staff of ADB met in Copenhagen, Denmark, on 9-10 October 2003 to commence the eighth replenishment of the Asian Development Fund (ADF IX). Members of the ADB Board of Directors also attended the meeting.
The objective of the meeting was to have a preliminary discussion of some of the critical issues for consideration during the replenishment, work program, and proposed schedule of meetings.
The meeting was chaired by Mme. Huguette Labelle, former President of the Canadian International Development Agency (CIDA) and now Chancellor of the University of Ottawa. ADBI Dean Dr. Peter McCawley is the Vice Chairman for ADF IX.
Donor members, ADB management, including President Tadao Chino, and senior staff met in Tokyo, Japan on 9-11 December 2003 for the second ADF IX Donors' Meeting. Mme. Huguette Labelle and Dr. Peter McCawley were the Chairperson and Vice-Chairperson, respectively of the meeting.
Donor members, ADF borrower representatives, civil society, ADB management, including President Tadao Chino, and senior staff convened in Lisbon, Portugal on 9-11 March 2004 for the third ADF IX Donors' Meeting.
As in previous meetings, Mme. Huguette Labelle and Dr. Peter McCawley were the Chairperson and Vice-Chairperson, respectively of the meeting.
Following the four national-level consultation workshops with civil society organizations (CSOs) held in Bangladesh, Cambodia, Kyrgyz Republic, and Pakistan, which were organized by ADB within the context of the ADF IX, a joint report on ADF IX consultations with civil society was prepared by the ADB's Strategy and Policy Department and the NGO Center. This joint report, ADF IX-Related Consultations with Civil Society Organizations is based on discussions and proceedings of the four workshops. It provides a synthesis of views expressed by CSOs as well as recommendations that relate to ADF IX issues and ongoing efforts to promote ADB-Government-NGO cooperation in support of enhanced development effectiveness.
Donor members, ADF borrower representatives, ADB management, including President Tadao Chino, and senior staff met in Seoul, Republic of Korea on 11-12 May 2004 for the fourth ADF IX Donors' Meeting.
As in previous meetings, Mme. Huguette Labelle and Dr. Peter McCawley were the Chairperson and Vice-Chairperson, respectively of the meeting.
The negotiations were characterized by a high degree of partnership and participation among shareholders. Twenty eight members of ADB pledged their contributions and agreed on a US$7 billion total replenishment for the ADF IX program, covering 2005 to 2008, and the introduction of grants.
The ADF IX Midterm Review meeting was held in Frankfurt, Germany on 4-5 December 2006. The meeting was chaired by Dr. Peter McCawley.
