This brief shows how the graduation approach can be successfully integrated into sustainable livelihood programs to bolster the incomes and resilience of vulnerable households.

It analyzes the impact of social protection measures to bolster economic inclusion through the Padayon Sustainable Livelihood Program launched in 2021 by ADB with the Government of the Philippines. It explains how the program provided people with grants to start microenterprises and offered coaching, mentorship, and financial literacy training. It shows that by working with existing government initiatives, the Padayon program helped households find new ways to generate income, improve their health, and boost their resilience.
