This paper proposes an urban framework for Mongolia to promote balanced and sustainable territorial development.

The framework addresses the dysfunctions in the urban hierarchy and settlement system of aimag and soum centers that emerged during the transition period following the collapse of the Soviet Union, and identifies what types of investment should be favored in these areas.
