Description
Project Rationale and Linkage to Country/Regional Strategy The program is aligned with Uzbekistan's development objective of increased employment. The expected outcome is that the enabling environment for SMEs' growth, diversification, and high-value-added job creation has been improved. The reforms and the outcome are logically linked. For subprogram 2 specifically, in reform area 1, diversifying financing sources and instruments will better support the varied needs of more than 185,041 finance-constrained SMEs. In reform area 2, the use of a consistent definition of SMEs, including women's businesses, will improve the financial and nonfinancial support to SMEs. In reform area 3, international accreditation of the trade facilitation ecosystem will improve the quality and safety of products and help SMEs expand into existing and enter new export markets. An e-commerce law based on international standards will make SMEs strong participants in the digital economy. In reform area 4, quarterly enterprise surveys by the Statistics Agency will better integrate industry feedback into TVET programs and will increase the employability of women and youth, while training of SMEs on IFRS-based financial reporting will boost their access to formal finance sources. The subprogram supports 240,856 credit-constrained SMEs and will have created nearly 12,045 additional jobs in 2023.
