Lao People's Democratic Republic : Power Sector Reform for Enhancing Fiscal Sustainability
The technical assistance will assist the Government of Lao PDR to strengthen the resilience and sustainability of power sector and power utility operations by (i) modernizing power sector regulations, tariff reforms, and governance arrangements; (ii) deepening market access for private sector participation in expanding clean energy generation; (iii) enhancing power utilities' environmental and social safeguard management system; and (iv) supporting capacity building and knowledge sharing to promote clean energy development.

Project Rationale and Linkage to Country/Regional Strategy | The government requested for assistance with sector reforms and transformation from a vertically integrated utility into a 'green energy hub for the GMS, through comprehensive reform actions including but not limited to: (i) developing new regulation and cost-reflective tariffs; (ii) creating a new electricity market model; and (iii) supporting the sector transformation process by strengthening the corporate resilience through revenue and liquidity enhancement, sustainable debt management and adoption of social and environmental safeguard practices among power utilities. | ||||
