Project Rationale and Linkage to Country/Regional Strategy | The proposed TA responds to the request of the Government of the Philippines to reduce food insecurity and malnutrition of vulnerable households by improving their access to healthy food. President Marcos Ferdinand Jr. publicly announced the food voucher as a new high priority government initiative on 22 May 2023. The TA is aligned with the country partnership strategy for the Philippines, 20182023, which supports expanding social protection under the strategic priority of Investing in Filipinos. The new country partnership strategy, 20242029 being prepared will continue to advance this priority. It will complement the ADB-supported Pantawid Pamilyang Pilipino conditional cash transfer program. | ||||||||

Consulting Services | DSWD will be the implementing agency and the WFP will be an implementing partner for outputs 1 and 2. Consultants will be engaged through CMS for output 3 and a specialized evaluation and survey firm will be engaged for output 4. A high-level PSC chaired by the Secretary of DSWD will provide overall guidance and strategic direction and comprise representatives from the government oversight agencies (DOF, DBM, and NEDA) and development partners (ADB, AFD, and JICA). The PSC will be supported by a TWG that will provide key inputs on the design framework and future programming direction. The TWG will also provide technical advice on operational modalities, capacity building, and SBCC. A project management unit will implement all pilot activities and will have a direct reporting relationship to the PSC. ADB will engage consultants and carry out procurement following the ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. |
