Project Rationale and Linkage to Country/Regional Strategy The government has announced series of initiatives to restore the financial viability of DISCOMs and operational performance. These reforms are designed to address the immediate cashflow problems due to COVID-19 and address some of the structural and institutional impediments to improved performance of DISCOMs. The programmatic approach PBL is appropriate as the Government of India has a clearly articulated comprehensive reform program and the programmatic approach PBL provides ADB an opportunity to engage with central government and state governments in a sequential manner to ensure the proposed reforms are implemented.
