The technical assistance (TA) will support the formulation of a long-term climate and development strategy and related capacity building for the Philippines. It will establish an overarching results-based framework for managing climate and development issues, rooted in robust targets and catalytic outcomes, and outline the actions required for a sustained transformation. Project Rationale and Linkage to Country/Regional Strategy A long-term climate and development strategy will help to set the broader agenda for climate action in the country. As a national planning tool, the process of formulating such a strategy enables the harmonization of policies and frameworks for a just net-zero transition and climate-resilient future and fosters alignment with the advancement of the Sustainable Development Goals, which are integrated into the country's strategic vision, Ambisyon Natin 2040 - the key basis for the 6-year Philippine Development Plans. From a financing standpoint, the Philippines can leverage the strategy as an instrument for articulating its resource needs and thereby help to channel financing flows into its priorities.
