The project will improve food security, enhance agricultural livelihoods, and improve income-generating activities and adaptive capacity of highly vulnerable communities in Armenia. The project will (i) implement climate-sensitive energy solutions in Shirak and Tavush provinces; (ii) increase opportunities to access logistics hubs in targeted project provinces; (iii) enhance capacities of the Ministry of Economy for climate-smart adaptation planning. The outcome of the project will be strengthened resilience of vulnerable smallholder farmers through climate-smart agriculture and livelihood diversification. The project will contribute to enhanced food security enhanced and sustainable rural development built on innovation and climate-resilient technologies.

Environmental Aspects The project is environmental Category C. The project's environmental impacts are minor in accordance with national and international standards. Any sub-project with Category A or B environmental impacts should be excluded from the project scope.

Stakeholder Communication, Participation, and Consultation
During Project Design The project promotes inclusive participation of women and disadvantaged populations in vulnerable communities to climate change in Shirak and Tavush provinces by engaging rural agricultural households to support climate adaptation and food security.
During Project Implementation The project will conduct training, mentoring, and coaching activities to ensure rural agricultural households adopt sustainable and climate-resilient livelihoods and promote market linkages to increase income. Capacity building on climate-smart agriculture investment planning will engage the Ministry of Economy, relevant government ministries, and private sectors to strengthen collective actions towards adaptation.
Business Opportunities
Consulting Services FBS is applied to all consulting services, as (i) the TOR is precisely defined with no changes expected during implementation; (ii) the time and personnel inputs can be assessed accurately; and (iii) the budget is fixed and cannot be exceeded.
Procurement Open competitive bidding (OCB) is the default procurement method for all procurement of goods and equipment packages, to ensure the wider competition and achieve value for money outcomes for packages above $0.1 million. Based on the capability of the local market, these packages will be procured through OCB with national advertising. The packages for 'Supply and installation of drip irrigation systems and other agricultural equipment, plants and seedlings for 200 rural households , and 'Supply of small-value agricultural equipment and products to support income generating projects for 30 rural households for small items with total lot cost below $0.1 million will be procured via RFQ to ensure the efficiency and effectiveness of the procurement process.
