ADBI Leads T7 Japan

ADBI is leading Think (T7), the official think tank engagement group of the Group of 7 (G7), as part of Japan’s 2023 G7 presidency. Under the T7 Japan theme Addressing Crises, Reigniting Sustainable Development, Bridging the G7 and G20, global think tank experts are developing research-based policy recommendations to support discussions at the G7 Hiroshima Summit and beyond. They will emphasize measures to promote greater collaboration between the G7 and the Global South and bridge G7-G20 action to help tackle shared challenges.

  • ADBI Dean Urges Unity for Reigniting the 2030 Agenda

    ADBI Dean Tetsushi Sonobe urged the world leaders to unite and take strategic concerted actions for rebooting the 2030 Agenda which stands in crisis during an event co-hosted by chairs of Think7 Japan and Think 20 India, the G7 and G20 thinktank engagement groups, and the Rockefeller Foundation in New York on 21 September. Held on the heels of the SDG 20230 Summit, the event convened leaders from thinktanks, international finance institutions, and philanthropies from across geopolitical and economic spheres who underscored the need for urgent system transformations. They also explored keys to mobilizing capital and developing capacity crucial to accelerate the delivery of the Sustainable Development Goals. The T7-T20 Chair joint proposal was further detailed in a Nikkei Asia op-ed published prior to the convening.

  • T7 Research Details Policy Next Steps for Addressing Crises, Reigniting Sustainable Development

    T7 has unveiled new research to guide policy next steps by the G7 and partners on the heels of the G7 Hiroshima Summit. Global experts under T7 Japan’s 4 task forces have produced 16 policy briefs and 4 issue papers detailing measures to help address intersecting crises and reignite sustainable development. The policy briefs and issue papers provide policy support for expanding G7-Global South engagement and bridging actions by the G7 and the G20 to tackle shared challenges.

  • ADBI Dean Leads T7 Call for G7-Global South Engagement at G7 Hiroshima Summit

    ADBI Dean and T7 Lead Chair Tetsushi Sonobe urged the G7 and partners to deepen their engagement with developing economies during T7 media activities on 18-21 May at the G7 Hiroshima Summit. In a joint press conference held by G7 engagement groups on 18 May, he explained that G7-Global South collaboration is critical to address intersecting crises and reignite sustainable development. In subsequent media interviews, Dean Sonobe and ADBI’s John Beirne described how G7 and G20 focus on developing economies can promote de-risking.

  • Germany Chancellor Scholz Responds to ADBI Dean on G7-Global South Cooperation

    Germany Chancellor Scholz emphasized the importance of greater engagement between the G7 and developing countries in response to a question on navigating the current global environment posed by ADBI Dean and T7 Lead Chair Tetsushi Sonobe at a Global Solutions Summit session in Berlin on 16 May. Chancellor Scholz explained that G7-Global South cooperation and broader multilateralism is critical for addressing shared challenges amid growing geopolitical fragmentation. In other sessions, Dean Sonobe outlined T7 proposals to promote peace and sustainable development.

  • Senior Officials, Experts Dive into ADB-ADBI Support for the G20, G7, and Global South

    G20-ADB engagement prospects and options for the G20, G7, and Global South to address shared challenges were explored at an ADBI session on 3 May, held alongside the 56th ADB Annual Meeting in Incheon. Indonesia Finance Minister Sri Mulyani Indrawati described multilateral collaboration via the G20 as key to promoting sustainable growth. Other senior policy makers and experts examined G20 efforts to boost inclusive recovery, climate resilience, and sustainable development and think tanks’ role in bridging G20 and G7 actions to deliver new policy breakthroughs.

  • Japan Prime Minister Kishida, ADBI Dean Discuss Think7 Japan Communiqué

    Japan Prime Minister Fumio Kishida and ADBI Dean and T7 Japan Lead Chair Tetsushi Sonobe discussed the Think7 Japan Communiqué at the Prime Minister’s office in Tokyo on 28 April. Prime Minister Kishida noted the importance of considering fresh perspectives on approaching today’s complex global agenda in G7 policy discussions. Japan’s G7 presidency will seek to optimize T7 policy recommendations in preparation for the G7 Hiroshima Summit, he added. Dean Sonobe stressed that T7 Japan’s proposals could help address intersecting crises and reignite the 2030 Agenda for Sustainable Development.

Indonesia Finance Minister Sri Mulyani Indrawati called for greater G7-G20 coordination to address global challenges while Japan State Minister for Foreign Affairs Kenji Yamada detailed the policy priorities of Japan’s G7 presidency.     ADBI’s John Beirne urged greater G20-G7 policy coordination to address amplified pressures on debt sustainability, climate finance, supply chain resilience, and the global monetary system amid geopolitical tensions and cost of living concerns during a hybrid T20-T7 roundtable on 14 February. Together with Ambassador Sujan Chinoy, Chair of T20 India, and researchers, Beirne discussed the implications of global crises on developing economies, and the role of monetary policy coordination.

    The T7 roadmap for helping G7 countries and partners confront unfolding global challenges was discussed in the ADBI-hosted T7 Japan inception conference on 12 December. Japan’s G7 Sous-Sherpa Kazuhiko Nakamura stressed T7’s importance for transmitting research-based policy ideas to the G7. ADBI Dean and T7 Lead Chair Tetsushi Sonobe and other co-chairs of T7 Japan task forces noted their emphasis on facilitating G7-Global South engagement.     ADBI Dean Tetsushi Sonobe described the outlook for ADBI’s T7 hosting during a T7 handover webinar on 31 October, held by outgoing T7 hosts the Global Solutions Initiative and the German Institute of Development and Sustainability. Under T7 Japan, experts from G7 and non-G7 countries will provide research-based policy support for the G7 and partners. Dean Sonobe noted T7 Japan’s focus on promoting multilateralism and G7 engagement with developing countries to help address global challenges.   • T7 Policy Brief Promotes Financing for Advancing Carbon Neutrality of Developing Economies

    A new T7 policy brief by ADBI’s Dina Azhgaliyeva, Dil Rahut, and Yixin Yao, and coauthors details strategies to help the Group of Seven (G7) boost the low-carbon transition of developing counties. It encourages the G7 to leverage the Asian Development Bank Energy Transition Mechanism to facilitate the early retirement of coal power plants and adoption of green technologies. It also explains how G7 cooperation could strengthen the impact of the Green Impact Fund for Technology, which incentivizes carbon reductions and clean energy growth by waving patented green technology.

  • T7 Policy Brief Provides G7 Guide for Balancing Economic Recovery-Sustainable Development

    A new Think7 (T7) policy brief by ADBI Vice-Chair of Research John Beirne and coauthors offers guidance to the Group of 7 (G7) on reviving the post-COVID-19 world economy in the face prevailing geopolitical tensions while tackling long-term sustainable development challenges. It encourages the G7 to take immediate action to address the impacts of Russia’s invasion of Ukraine on economic growth and people’s livelihoods. It also calls for a “new global bargain” to support clean energy transition, tackle inequalities, and promote the Sustainable Development Goals. This includes improving governance and international policy cooperation to support economic stability, and the coordination of monetary and fiscal policies.

    A new Think7 (T7) policy brief by ADBI’s Dil Rahut, Dina Azhgaliyeva, and Yixin Yao describes strategies to help the Group of 7 (G7) strengthen protection for biodiversity critical to people’s livelihoods and well-being and building economic sustainability. It explains how the G7 could offer resource, technology, and market-based trade and investment incentives to countries, companies, and institutions that uphold biodiversity and reduce their environmental footprint. It also discusses ways to promote knowledge and skills development and good governance in emerging countries to support more biodiversity-friendly and sustainable economic growth.

    A new Think7 (T7) policy brief by ADBI Dean Tetsushi Sonobe, ADBI’s Daniel Suryadarma, and coauthors spotlights ways the Group of Seven (G7) and international partners can promote education system resilience following economic, social, or health crises. It describes the potentially severe long-term implications of forced school closures and disruptions, including greater inequality and slower economic growth.     A new Think7 (T7) policy brief coauthored by ADBI’s Dil Rahut, Dina Azhgaliyeva, and Yixin Yao, and partner experts urges global policy makers to mobilize an international consortium to safeguard climate threatened small-scale farmers and food supplies. It explains how the Group of Seven (G7) could help boost the production capacity and supply chain participation of these farmers, who constitute around 85% of agriculture production worldwide, and build climate-resilience within the sector. It also encourages G7-driven promotion of agriculture education, credit access, agribusiness trade, and research to enhance sustainable and nutritious food supplies and access for consumers.

The policy brief underscores the important role of the Group of Seven (G7) in fostering coordination between central banks and international financial institutions to build secure digital infrastructure and a credible, globally accepted system that ensures central bank issued money’s relevance as a vehicle for monetary policy transmission and financial stability. It also highlights the role of digital education, financial literacy, and digital infrastructure in maximizing CBDC’s capacity to support inclusive growth.

The communiqué describes policy recommendations for the Group of 7 (G7) developed by ADBI and global think tank partners via the inaugural T7 process launched under Germany’s 2022 G7 presidency. Joined by ADBI Vice-Chair of Research John Beirne, Dean Sonobe introduced the T7 Sustainable Recovery Task Force, which he co-chaired, and its recommendations for boosting economic recovery that aligns with longer-term development targets. ADBI is expected to host the T7 in 2023, as part of Japan’s G7 presidency.

    Germany Federal Chancellery Head Wolfgang Schmidt expressed strong support for ADBI leadership in the Think7 (T7), in the runup to Japan’s 2023 Group of 7 (G7) presidency, during the opening of the T7 Summit in Berlin. In response to a question from ADBI Dean Tetsushi Sonobe on the G7’s future expectations for the T7, Minister Schmidt said that research-based policy recommendations and ADBI’s role in guiding them are becoming even more important. He explained that this is a result of Russia’s invasion of Ukraine and high energy and food prices, which disproportionately impact emerging economies. He encouraged ADBI and the T7 to promote greater multilateralism needed to accelerate sustainable economic recovery.
