ADB has helped India in its urbanization progress, but assistance in areas like sewerage, wastewater treatment, and solid waste management still needs to be strengthened, says an independent evaluation.
ADF has Reached the Most Vulnerable Developing Member Countries, but More Resources are Needed for Key Thematic Priorities
The Asian Development Fund, which provides grants to the Asian Development Bank’s poorest and most vulnerable developing member countries, has enabled the bank to target small island developing states, countries dealing with fragility and conflict, and provide timely response to crises. However, more concessional resources are needed for key thematic priorities such as climate change adaptation and transformative gender agenda—areas where governments tend to underinvest, a report from ADB’s Independent Evaluation Department said.

2023 Asian Evaluation Week
Background After 3 years of virtual events, the Asian Evaluation Week is back in person! The Independent Evaluation Department (IED) of the Asian Development Bank (ADB) and Asia-Pacific Finance and Development Institute (AFDI), are pleased to announce the 2023 Asian Evaluation Week to be held on September 11th-14th in Bangkok, Thailand. This year's theme is "Beyond Recovery: Evaluation for Development Effectiveness".
Independent Evaluation at ADB
The Independent Evaluation Department (IED) independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness. By doing so, it contributes to achieving development effectiveness of ADB operations by providing evaluation feedback on performance, and generating and disseminating evaluation lessons.
There are two levels of evaluation in ADB:
- self-evaluation, conducted by those responsible for designing and implementing a country strategy, program, or project
- independent evaluation undertaken by IED
